General approaches to the formation of a format for monitoring and evaluating the effectiveness and efficiency of the implementation of development strategies / programs

Development and Trade of the Republic of Tajikistan, is a continuation of a series of workshops for Working Group No. 13 aimed at developing Methodological Guidelines for monitoring and evaluating development programs for all government agencies. This seminar was devoted to the discussion of general approaches to the design of a format for monitoring and evaluating the effectiveness and efficiency of the implementation of the Development Strategies / Programs. The lectures were presented as follows:

- Presentation on “Evaluation of the process of implementation of the indicators of the fourth sector (achieving real energy independence) - of the medium-term development program of the Republic of Tajikistan for 2021-2025” by Mr. Khalifaev Manuchehr, Ministry of Energy and Water Recourses.

- Presentation on “Testing the format of monitoring evaluation on an example agriculture and food security” by Mr. Kodirov Firdavs, Food Safety Committee.

- Presentation on “Lessons learned and evaluation of the effectiveness and efficiency of implementation of development strategies/programs (after the implementation of development strategies/programs, as part of the summary of results)” by Ms. Muminova Farida, Ph.D., Head of Department of Modeling and Forecasting of Socio - Economic Development, the Institute of economy and demography of the National Academy of sciences of Tajikistan.

In particular, the participants were interested in the experience and lessons learned of using the presented M&E formats to conduct efficiency and effectiveness evaluation in the course of implementing development programs at the local level and in various sectors of the economy.
