Meeting of the Third-Level Interagency Working Group on the Development of the National Development Program of the Republic of Tajikistan for 2026–2030

   Today, the next meeting of the Interagency Working Group Level 3 on the development of the Draft National Development Program (NDP) of the Republic of Tajikistan for 2026–2030 was held. The meeting brought together representatives of relevant ministries and agencies, national and international experts, and development partners.

The main objective of the session was to discuss strategic priorities and social development indicators within the draft NDP for 2026–2030. The event was part of the inclusive process of formulating the third phase of the National Development Strategy of Tajikistan until 2030 and focused on an in-depth analysis of social development prospects and the lessons learned from the previous phase.

Several key topics were presented and discussed during the meeting.

National expert Farida Muminova provided a comprehensive analysis of the implementation of social targets under the Midterm Development Program for 2021–2025. Her presentation focused on achievements in quality education coverage and social protection for vulnerable groups, while also highlighting persistent issues such as inequality in access, limited resources, and the need for digitalization of services at both local and national levels.

Ms. Muminova also introduced the draft social chapter of the NDP 2026–2030, outlining strategic goals and priorities related to improving the quality of education, strengthening the social protection system, promoting inclusive development, and enhancing mechanisms to support vulnerable populations. She emphasized the importance of fully integrating the Sustainable Development Goals (SDGs) into the content of the program and identifying concrete expected results and measurable indicators for monitoring and evaluation.

Health sector expert Makhtobi Odinazoda presented an in-depth analysis of the current state of healthcare in Tajikistan. Her presentation addressed ongoing challenges, priority areas for reform, and future prospects for improving the healthcare system. Key issues included digitalization of medical services, development of health infrastructure, professional growth of healthcare personnel, and equal access to services. The need for deep and sustainable reforms in healthcare was stressed for the new NDP phase.

Uktam Jumaev presented a thorough analysis of the middle class in Tajikistan, highlighting its critical role in ensuring sustainable socio-economic development. His presentation covered the assessment methodology, key indicators, and issues related to inclusiveness, stability, and social mobility.

The meeting also involved active participation from representatives of the United Nations Children's Fund (UNICEF), the United Nations Population Fund (UNFPA), civil society organizations, national and international advisors from the Japan International Cooperation Agency (JICA), and relevant ministries and agencies. Key discussions addressed current trends in the labor market, digitalization, the impact of climate change, safeguarding the interests of vulnerable groups, and defining SDG-aligned target indicators.

As a result of the session, core social priorities for the NDP 2026–2030 were outlined, including advancing inclusive social policy, aligning education and health systems with modern demands, enhancing the competitiveness of the national workforce, and promoting social equity.

Participants’ proposals on improving implementation mechanisms, strengthening monitoring systems, and increasing civil society engagement will be integrated into the further development of the program content.

The meeting concluded in a spirit of constructive cooperation and strong commitment by all parties to sustainable and inclusive development in the Republic of Tajikistan.
