Meeting of the Joint Committee of the Government of the Republic of Tajikistan and the United Nations on the Evaluation of the Cooperation Program 2023–2026

   On August 22, 2025, in Dushanbe, a regular meeting of the Joint Committee of the Government of the Republic of Tajikistan and the United Nations was held. The meeting reviewed and approved the results of the evaluation of the implementation of the UN Sustainable Development Cooperation Program for 2023–2026.

The meeting was co-chaired by Mr. A.N. Nuriddinzoda, Deputy Minister of Economic Development and Trade, and Ms. Kristine Tovmasyan, Head of the Office of the UN Resident Coordinator in Tajikistan, who also serves as Chair of the Evaluation Steering Committee and the Program Management Group.

Mr. Nuriddinzoda, Deputy Minister of Economic Development and Trade, welcomed the participants and emphasized the importance of the mid-term evaluation for the preparation of the new cooperation program. He noted that the evaluation results provide the Government and development partners with an opportunity to analyze achievements, challenges, and lessons learned, as well as to refine future goals.

In her opening remarks, Co-Chair Ms. Kristine Tovmasyan described the evaluation as an important step in strengthening the partnership between the Government and the UN. According to her, the Cooperation Program is a strategic document fully aligned with the National Development Strategy until 2030, the Medium-Term Development Program 2021–2025, and the Sustainable Development Goals.

The evaluation report was presented by Mr. Tomislav Novovic, International Expert and Head of the Evaluation Team. The report assessed the alignment of the Cooperation Program’s objectives with national and international priorities, the contribution of UN agencies in the country to program implementation, as well as the efficiency and effectiveness of activities.

National and international experts highlighted in the report that the Cooperation Program contributed to the country’s socio-economic development and achieved significant results in areas such as environmental protection, foreign trade, rule of law, and human capital development.

The meeting participants — representatives of key ministries and agencies of the Government of Tajikistan and UN entities — shared their views on the evaluation results and presented concrete proposals for strengthening cooperation.

Continuing her remarks, Ms. Kristine Tovmasyan referred to the response of UN agency leadership to the evaluation report, stressing that despite financial challenges, joint cooperation has yielded tangible results.

At the conclusion of the meeting, with the unanimous agreement of the participants:

  • the evaluation results of the Cooperation Program were endorsed;

  • the response of UN agency leadership to the evaluation report was adopted;

  • the need for greater investment, improved business environment, job creation, and strengthened human capital was emphasized.

In their concluding statements, Mr. Nuriddinzoda and Ms. Kristine Tovmasyan expressed confidence that Tajikistan, in cooperation with the UN and other development partners, will achieve its strategic goals.

The Government of the Republic of Tajikistan expressed its gratitude to the United Nations and all development partners for their continued support and fruitful cooperation.
