Increasing the capacity of the Interagency Working Group "Expansion productive employment" of the National Development Council under the President of the Republic of Tajikistan on sectoral planning
On June 03, 2022, the Ministry of Labour, Migration and Employment of the Republic of Tajikistan, with the advisory and technical support of UNDP in Tajikistan, is holding a training seminar on sectoral planning.
As part of the seminar program, the basics of strategic planning for the development of sectoral policies and their relationship with the SDGs and MTDP 2025/NDS 2030 are presented, and a discussion was held on the concept of developing productive employment until 2040 and on the draft Program for education and employment for women, people with disabilities and youth until 2030.
The seminar was attended by representatives of ministries, government agencies and departments, as well as public organizations and associations.
Mr. Alisher Alizoda, Deputy Minister of Labour, Migration and Employment, welcomed the seminar participants and presented the concept of developing productive employment until 2040. The fundamental importance of human resources and employment was noted, taking into account the involvement of all citizens, including persons with disabilities, for the overall economic growth of the country, aimed at increasing material well-being and liberation from poverty.
UNDP consultants held a presentation on the procedure for developing sectoral development programs in the Republic of Tajikistan. During the presentation, the issues of linking the strategic goals of the industry, material and labor resources, deadlines, financial resources and budget possibilities of the industry program were discussed.
Within the framework of the seminar, the main directions and structure of the Education and Employment Program for Women, Disabled Persons and Youth until 2030 were presented. The participants presented their proposals and main directions for the development of the contextual part of the program.
To enhance the coverage of issues of promoting the labor involvement of people with disabilities, the chairman of the National Association of Disabled People of the Republic of Tajikistan, Mr. Asadullo Zikrikhudoev, presented the results of a study on the state of education and employment of people with disabilities. It was noted that the National Development Strategy of the Republic of Tajikistan until 2030 covers many provisions regarding the employment of persons with disabilities. The State Program "Accessible Environment" for 2021-2025 was developed and adopted, which considers the accessibility of transport, social infrastructure facilities, as well as means of communication and information for persons with disabilities.
The results of the study will be the basis for the development of the contextual part of the Program, taking into account the principle of "leaving no one behind".
On June 04, 2022, the meeting participants will review the monitoring and evaluation system of the Program within the framework of the activity matrix, as well as consider the methodology for determining the cost of the Program activities.
At the end of the event, it was decided that the first version of the program would be developed and distributed to all members of the WG for comments and suggestions.
In order to improve the monitoring and reporting system for the implementation of national, sectoral and local development programs and SDGs, the Secretariat of the Council of the National Development Council under the President of the Republic of Tajikistan forms Interdepartmental Working Groups consisting of representatives of sectoral ministries and departments, public organizations, as well as development partners. In total, 14 Interdepartmental Working Groups of the National Development Council were formed in accordance with the selected sectoral development areas, covering the priorities of the National Development Strategy for the period up to 2030 and the SDGs.
