In order to increase the capacity of 13th Working Group on M&E, a webinar was held by Lecturer from Japan:
- Mr. Yutaka Sunayama. Director of Personnel Management, Minister's Secretariat, Ministry of Internal Affairs and Communications, Visiting lecturer of Keio Univ., Master in Public Policy (Harvard Univ.) After the joining the Ministry, contributed to institution building of policy evaluation and introduction of its methods in Japanese government from 1999 to 2002.
The lecture was held on the topic "Policy evaluation and evidence-based policy making". The seminar was held in Japanese, with the provision of consecutive translation into Russian.
In his lecture, Mr. Sunayama informed that "Policy Evaluation" and "Evidence Based Policy Development" are not separate activities. Instead, they are both on the same path of the policy management cycle. They are designed to achieve more effective and efficient policies. Also, he announced the existence of different types of policy hierarchy, which are difficult to assess using a single method, the importance of using different methods depending on the purpose of the assessment and the characteristics of the policy.
