Evaluation system of Japanese Government


The second webinar on Monitoring and Evaluation was also held in the building of the Ministry of Economic Development and Trade of the Republic of Tajikistan. The lecturer for this event was Professor Kiyoshi Yamaya (Doshida University, Advisor to the Japan Society for Evaluation). Former Director of Evaluation at the Ministry of Foreign Affairs. Country Assistance Policy Evaluation Adviser at the Ministry of Foreign Affairs; Cabinet Policy Evaluation Adviser.

In the course of the lecture, a brief and historical overview was given in terms of comparative policy evaluation. A brief overview of the laws/regulations regarding policy evaluation was also provided.

The main characteristics of Japanese government policy evaluation were given in such as: policy evaluation, program evaluation, project evaluation; three methods, their purposes and functions: performance measurements. Then, the practice of evaluation theory in Policy Evaluation and its feedback were discussed as well.
