This workshop, which was held on May 03, 2023 in the building of the Ministry of Economic Development and Trade of the Republic of Tajikistan, is a continuation of a series of workshops for Working Group No. 13 aimed at developing Methodological Guidelines for monitoring and evaluating development programs for all government agencies. This seminar was dedicated to the presentation of Japan's experience in the field of methodological support of the policy evaluation process, as well as discussion of legislative aspects and a unified format for conducting and organizing evaluations in the process of the current implementation of the Strategy/development programs. The lectures were presented as follows:
- Presentation on “Policy Evaluation Guidelines in Japan” by professor Hiroshi Niino, JICA Advisor to Secretariat of NDC – Ministry of Economic Development and Trade.
- Presentation on “Overview of the process of evaluating the implementation of program measures according to legislation” by Ms. Madjon Manuchehra, Ph.D., Head of Main Department MEDT.
- Presentation on “Methodological description of the process (step-by-step) of the formation of the Interim Report on the implementation of program activities (format of tables for discussion)” by Ms. Muminova Farida, Ph.D., Head of Department of Modeling and Forecasting of Socio - Economic Development, the Institute of economy and demography of the National Academy of sciences of Tajikistan.
At the end of the workshop, the participants asked their questions, and also discussed proposals for the development of a Methodological Guide for M&E of development programs in terms of legislative aspects and a unified format for conducting and organizing evaluations in the process of the current implementation of the Strategy/development programs.
In particular, the participants were interested in the opportunity to familiarize themselves with the texts of the policy evaluations guidelines used by the Government of Japan, as well as the practical use of the unified formats presented in the presentations for conducting evaluations during the implementation of development programs at the local level and in various sectors of the economy.
